William Morris described the system as a battlefield, as owners pushed their workers to new limits to make the products required of them, to make a profit for the owner. Morris then goes on to say that competition between nations, producers, and individuals is immoral and that there is a way to live in peace and harmony. The only way is through socialism. The main idea of socialism is that people should have a level playing field, which would discourage workforce competition. The main socialist idea would have been unlikely if it were not for the difficulties that many workers faced because people's lives were so miserable that some concluded that a new form of government and management of the economy was needed. In response to all the changes that have occurred in Western society regarding labor disciplines, the government of respected countries has also changed. Child labor laws required children of a particular age to be educated, and in response the government put more effort into education, which meant creating a core curriculum for primary school students and creating schools for teachers. In response to child labor laws, governments have intervened in workers' working conditions, creating a specialized bureaucracy, a way to monitor the following work and safety activities.
