The International Center for Prison Studies estimates that America imprisons 716 people for every 100,000 citizens. $75 billion was spent on federal, state, and local prison systems. Yet, some people say; Build more prisons and jails, and give longer sentences to nonviolent offenders. The reformatories were built with three functions in mind. To punish criminals, rehabilitate the guilty before release, hoping that no more crimes are committed, and protect the innocent. If the prison system were a form of punishment, nearly seventy percent of all prisoners would not return to prison more than twice in their lives. Clearly the projected lesson is not learned. Instead, young adults who are still educable become irreducible...
