Governments must reduce or eliminate the burden of the cost of education on families. For example, governments should abolish school fees and provide compensatory grants to schools. Reducing the cost of education makes a big difference. In 1994, free primary education was introduced in Malawi. The year after the policy was implemented, primary school enrollment tripled from 1.6 million students to over 3 million students (“Background information on education in Malawi”). However, abolishing school fees alone is not enough. As the world reaches the goal of universal primary education, the most economically and socially marginalized are difficult to reach and often left behind. They are often members of the indigenous population. Not all children live in a city or village where schools already exist. Many live in remote areas. Governments must also establish more accessible means of education, such as: community schools, mobile and distance schools
