First, it presents the overall picture along with a framework around which the next six sections of the paper are organized. This is followed by a general description of a monitoring framework to monitor progress in implementing reforms. The final section discusses the importance of internal and external communication in keeping different stakeholders informed and involved. Annex 1 describes the process adopted for the development of the Health Reform Programme. MYANMAR'S PATH TO UHC – THE BIG PICTURE Background• Before summarizing where we are now, where we want to go and where we want to start, it might be helpful to provide some background information on UHC.• Many paths can lead to 'UHC. By learning from global experience, some pitfalls can be avoided as Myanmar chooses which path to take. • The transition to UHC involves an expansion of the so-called "UHC cube" (see Figure 2) along each of the three dimensions: population, services and direct costs.
