Background Housing affordability in Australia has become a focus for urban planners in recent years. In particular, South East Queensland (SEQ) has come under significant pressure as demand for affordable property and housing increases and population growth in the region continues. The issue has come to the forefront of discussions for local governments in the region and there is a real need to address housing affordability. The issue of affordability is complex and is influenced by a number of factors, including the tax created by the City's processes, which forms the scope of the HAF-T5 project. The need to reduce these taxes is a key factor in the continuous improvement of the Municipality's processes. simplify the approval of housing-related development applications. There is a direct correlation between the cost of housing and the time it takes to gain Council approval for a development. It is the intention of this project to isolate unnecessary costs and, where possible, remove them from the evaluation process. Purpose of Document The purpose of this document is to provide a summary of the Council's archives investigation activity and inform the HAF-T5 project for the respective council involved in the HAF-T5 project. This File Investigation Report (FiSuR) is divided into four (4) main parts: Part 1 - Council's Key Statistics • Quantitative Observations - including key statistical data obtained during the Council's File Investigation. Part 2 - Council's Observations Council• Qualitative observations – including key information observed from staff interviews and information found on archive during the investigation of Council files.Part 3 – Detailed analysis (to be followed)• Comparative analysis between the Council and the…. ..center of paper ......am also compared the statistics with available data provided by the Council. This included ensuring that the sample was representative of the number of applications assessed by the City (total and by type). Peer review was undertaken within HAF project team members to ensure the highest quality data was provided. The survey team also met with representatives of each Council during, or at the conclusion of, the File Survey to discuss the primary interpretation of the trends and results. The initial presentation of Parts 1 and 2 of this FiSuR to Council representatives is also part of the quality control process. The intention is to optimize the added value of the survey activity from both a local and regional perspective. Once feedback from the City is obtained, recommendations and an in-depth analysis of the findings will be provided.
