Has the abuse of welfare led to the need for reform, or not? To first answer any questions on the topic of welfare, we need to define welfare, welfare is defined by "economic support given to people in need". This not only includes welfare created in the 1930s but all forms of financial support, this can mean that free healthcare can be classified as welfare, food stamps, FAFSA and many other government programs are all welfare programs . The purpose of welfare in the definition is to provide financial support to people in need. But then the question arises: what is defined as needy? A widely accepted definition is anyone below the poverty line. This means that 13.5% of the population (as of 2015) should be all. This creates no incentive for those who are already at the higher end of the spectrum not to work, because they receive great pay while working little. This in turn harms the economy and harms those who cannot bear the pain themselves, which is why welfare in its current form can be harmful to a society, and it is also why we have some of the lowest welfare rates tall in the world! Many other countries have welfare, which gives people money, but it is at much lower rates, but with higher payments, this in turn helps people recover and return to higher paying work (many other countries also have higher minimums) which allows reducing poverty and providing incentives for recycled welfare, the way you might think, the money is paid to the government through taxes, some of those taxes go to welfare programs, the military, the IRS, the police department and the welfare department, then the government gives the money through a TANF (Temporary Assistance for Needy Families) grant to each individual state. This grant is then spent on all state welfare programs. To be eligible for this TANF program, according to singlemotherguide.com “Families with single mothers must participate in work for a minimum of 20 hours per week if they have a child under age 6.” or obtain employment within two years of receiving assistance, this job requirement
