Politics in America has never been simply a question of whether one was a Democrat or a Republican; it is instead a question of loyalty; more precisely it was a question of who or which group one is loyal to at a particular time and in a particular set of circumstances. This dilemma provides an excellent opportunity for American government and administrative structures to rebuild them using the theories of cooperative federalism. An example of an official attempting to remake the political pattern in America is President Barak Obama's sweeping policy changes, particularly regarding the regulation of the functioning of Washington. First, the volatility of power in relation to cooperative federalism will be explored here, particularly how such power is gained, maintained or lost. Furthermore, the power of the American government is assumed to radiate upward from the population rather than downward from appointed and elected officials.
