When disputes arise between parties on matters covered by the WTO, any WTO member country may request action within the WTO. The name given to resolve disputes is the Uruguay Round agreement. Dispute resolution is the responsibility of the Dispute Settlement Body, made up of all WTO members. The conciliation body monitors the implementation of rulings, recommendations, appeals and has the power to authorize a response when a country does not comply with a ruling. Before taking any further action, the countries in conflict must talk to each other to see if they can resolve their differences on their own. If that fails, they can also ask the WTO director general to mediate or try to help in any other way
