First we see the conflict between Mayor Jones and Athens resident Velma Dinkley. Velma represents a new group of residents in the city and also represents a group known as the District Society of Young Professionals. This is a new group that should help the city return to its former glory. Residents feel their voices are not being heard by city officials such as the mayor and its city manager, and they threaten to leave if the city continues to ignore them or if their demands are not met soon. We see this from the amount of letters the mayor has received lately, that if they don't adhere to their demands of what they want for the city they will leave. This type of conflict shows that lack of communication is a big problem for the city of Athens. Even though the mayor had outlined a step-by-step plan on how to solve the problems the city had, including building a jazz club, some themed nightclubs, etc., which had attracted the attention of the Young Professionals, they felt still that's not enough. The Young Professionals believe that city officials are not doing enough to promote or communicate the businesses that take place in the city and its daily activities and believe that more can be done to communicate this to the citizens of the city.
