It predicts what a life without any thoughts would be like, and as we've seen, it's not very nice. If a government tried to do it today it would not succeed. The reason for this is that people now know that the government is not always right and it is okay to question what they say and do. If people were told that they could no longer think for themselves, there would be riots everywhere and rebellions would form. People would not willingly give up their individuality and fight. We already see a condensed form of government that seeks to control citizens through advertising, news and media. Even though we may not see it, it happens. If the government tried to put TV screens in everyone's homes, people wouldn't stand for it. Once the government gets some power, it will try to keep it with every last resort it can find. You can't let the government control you, because the moment you can't think for yourself is when we will lose everything to live
