There was a fear among many states that with a strong central government they could easily be labored by Britain. There was a desire among states to give more power to state governments. In 1777, Congress began to realize that if it wanted government to succeed, it needed a written set of rules. In 1781, John Dickinson created the Articles of Confederation to give more power to the Western states and have a stronger central government. Although his ideas were thought out and approved after years of ratification, the Articles of Confederation went against his first proposal. When John Dickinson noted in his proposal that he wanted the states to have a stronger central government, the states became concerned. They believed that with a stronger central government it would be easier to have more conflicts with Britain. There were smaller states than others that wanted to be on par with the more populated states. States with larger populations were unsure of the idea because they didn't want to pay extra money...
