The investigation of dumped imports should be evaluative and all factors, including economics, must be studied. These factors have a direct impact on the sector concerned and its problems. Exceptions aside, the term “national industry” here in clearly comprehensive terms means products, or goods or raw materials, and the total production of which constitutes the total national production of such types of goods or raw materials. The specifics of the agreement clearly indicate the procedures according to which anti-dumping cases will be initiated, the possibilities and the basis of such investigations. Furthermore, the agreement also establishes reliable conditions that would otherwise protect the interests of the parties and a legitimate basis is provided for producing evidence in this regard
