The idea was the brainchild of none other than David Rockefeller, grandson of John D. Rockefeller, who founded Standard Oil and became America's first billionaire. His brother, Nelson Rockefeller, the current governor of New York, convinced the Port Authority of New Jersey and New York to review plans for the project.
