The Hong Kong police appear to have sacrificed decades of goodwill towards citizens; their mandate has clearly changed from that of supporting freedom of expression to acting as an instrument of an increasingly repressive and authoritarian government that appears committed to governing by law, rather than the rule of law. Objectively, Hong Kong appears to be ready for democratic governance. It is China that is not ready for a democratically governed Hong Kong and fears that it cannot do so at all
